Funding Announcement and Background:
ODFC/CT-503 plans to apply for funding under the FY 2022 Supplemental NOFO to reduce unsheltered homelessness. Through this Special NOFO (SNOFO), HUD will award funding to implement coordinated approaches -- grounded in Housing First and public health principles -- that reduce the prevalence of unsheltered homelessness and improve services engagement, health outcomes, and housing stability among highly vulnerable unsheltered individuals and families. HUD expects communities to partner with health and housing agencies to leverage mainstream housing and healthcare resources.
Projects included in this funding opportunity may serve any geographic area within the CoC and must meet all eligibility and quality threshold requirements established in this SNOFO.
The ODFC jurisdiction is comprised by the following cities and towns: Bridgeport, Brookfield, Danbury, Easton, Fairfield, Greenwich, Monroe, Newtown, New Canaan, New Fairfield, Norwalk, Redding, Ridgefield, Sherman, Stamford, Stratford, Trumbull, Weston, Westport, and Wilton.
ODFC/CT 503 is eligible to apply for $ $5,201,687, annualized at $1,733,896 due to 3-year contracts.
Project types are as follows:
New Permanent Supportive Housing (PSH) projects that create new units. The CT Department of Mental Health and Addiction Services (DMHAS) will serve as the applicant and, if awarded, the grantee for this project type. Selected non-profit agencies responding to this RFP would serve as a sub-recipient on any ultimate award. Eligible budget line items for new PSH are Supportive Services, Rental Assistance, Project Administration, and HMIS.
New Supportive Services Only (SSO) eligible program models include street outreach, housing navigation, to identify, engage and house people experiencing unsheltered homelessness. Projects must focus on helping participants secure and stabilize housing using a housing-focused case management mode are eligible to apply. SSO projects eligible budget line items are Supportive Services, Project Administration, and HMIS.
ODFC/CT-503 encourages responses from applicants that have not previously received CoC funds as well as from applicants that are currently receiving or have received CoC funds in the past. ODFC/CT-503 provides technical assistance to ensure that the process is accessible to all eligible applicants, including those who are new and unfamiliar with HUD CoC operations.
