This notification summarizes the list of new projects that have been accepted by the CoC and will be included in the ODFC/CT-503 CoC FY 2022 Special NOFO to Address Unsheltered and Rural Homelessness (SNOFO) Project Priority List for funding.

This final list of projects being accepted, rejected or reduced for the CT-503 CoC’s FY22 CoC SNOFO application submission was approved by CT503 Leadership on 10/05/22. 

NEW PROJECTS

The CoC will submit three new project applications totaling $5,201,689 in funding over three years. 

NEW SSO PROJECT

The following new projects have been accepted for inclusion on the New Project Priority List for the FY22 CoC SNOFO, and have not been scored as there were no responses to the released RFP (listed with Applicant Name, Project Name, Total Annual Budget, Total 3 Year Budget, Rank):

NEW PSH PROJECTS

The following new projects have been accepted for inclusion on the New Project Priority List for PSH funding. The CoC received one application in response to the RFP for this project type, and will rank it above other applications in this category (listed with Applicant Name, Project Name, Total Annual Budget, Total 3 Year Budget, Rank):

**This is an important notice regarding the CT-503 FY 2022 CoC NOFO Competition.**

Dear Opening Doors Fairfield County/CT-503 Continuum of Care grantees, members and stakeholders:

This email summarizes the list of renewal projects and new projects that have been accepted by the CoC and will be included in the ODFC/CT-503 CoC FY 2022 Project Priority List for funding. This list also includes the list of projects being reallocated or which were not selected for submission. Additionally, you will find attached to this email a document summarizing the final ranking and tiering of projects for the CT-503 CoC FY 2022 CoC Application and Project Priority Listing.

This final list of projects being accepted, rejected or reduced (along with the funding amounts, project scores, and ranking) for the CT-503 CoC’s FY22 CoC application submission was recommended by the Funding Oversight Committee on 09/09/22 and approved by the Non-Conflicted Members of the ODFC Coordinating Council on 09/14/22. 

ODFC/CT-503 CoC FY22 CoC Priority List Ranking

As part of the decision-making process, the Funding Oversight Committee reviewed various ranking and tiering scenarios, deliberated over the course of several meetings, and ultimately recommended the adopted ranking/tiering as it aligns with the CoC’s policies, strategies, and priorities, and provides the CoC with an opportunity to bring in new funds to meet the CoC’s needs while safeguarding renewal projects essential to the operations of the CoC. The Funding Oversight Committee's recommendation was provided to the Non-Conflicted Members of the ODFC Coordinating Council for further review and approval.

The CoC's Collaborative Applicant, United Way of Coastal Fairfield County, will submit a Planning Project (Project Name: CT503 CoC Planning Project Application FY2022) in the amount of $515,966.

YHDP PROJECT APPLICATIONS

The following Youth Homeless Demonstration Project Applications will be submitted as YHDP Renewal Project Applications:

The 2022 CoC Competition-Renewal Project Evaluation - Performance Report Preliminary Results linked below and emailed directly to all CT503 CoC funded project grantees includes reports showing the preliminary performance data/outcomes, scores, and base points for each CoC-funded PSH, RRH and TH renewal project that is being scored for FY 2022.

In accordance with the “FY2022 Project Evaluation, Reallocation, Selection and Ranking Policies” document, preliminary scores are being provided for review by agencies with CoC-funded renewal projects and the following steps will be taken:

All grantees will have until 5:00 PM on Thursday, September 1, 2022, to submit questions and appeals regarding performance data and/or scoring.

·       Those interested in applying for funds should thoroughly read the RFP for which they are applying and fully complete the Pre-Application.

·       Completed Pre-Applications are due to the CoC by 5:00PM on FRIDAY, AUGUST 26, 2022. Extensions will not be granted.
