Through a Collective Impact approach, ODFC coordinates the strategies of prevention, housing, employment, advocacy and services to ensure that episodes of homelessness are rare, brief and non-recurring and that all citizens within the region have access to safe, affordable housing.

Coordinating Council & The Executive COmmittee

Purpose:  The Coordinating Council is the ODFC decision-making body and is considered the Board of Directors. The Council conducts planning and encourages the collaboration of its members, prepares and hears reports of ODFC workgroups and committees, evaluates systems and develops the necessary procedures to implement policies [ratified by ODFC].

COMMITTEES

Nominating Committee

Purpose: The Nominating Committee shall solicit suggestions for any recommended appointments to the Coordinating Council, Executive Committee, Officers, and Committee Co-Chairs.

Funding Oversight Sub-Committee & Non-Conflicted Members of the Coordinating Council (NCMCC)

Purpose:

  • Provides an impartial, non-conflicted review of the CoC’s decision making process and conclusions related to HUD funding applications and priorities.

  • Reviews the scoring protocol and tool, ranking, and reallocation policies in preparation of the Consolidated NOFA Application to HUD and amend it as benefits the CoC.

  • Makes final determinations on reallocation of HUD funded projects.

  • Recommendations are reviewed and approved by the Non-Conflicted Members of the Coordinating Council (NCMCC) for implementation.

  • NCMCC serves as the final arbiter on other decisions that constitute conflicts of interest for funded agencies.

Finance Committee

Purpose: The ODFC Finance Committee is responsible for the following activities: 

  • Review contracts submitted by other committees and make recommendations to Coordinating Council or Executive Committee

  • Present budget and make recommendations to Coordinating Council or Executive Committee annually

  • Monitor ODFC expenditures and notify the Coordinating Council or Executive Committee of any predicted or actual variance from the annual budget

Advocacy Taskforce

Purpose: Develop and implement communications plans and convenings both internally with ODFC and to the general public. Work in collaboration with community providers, stakeholders, local legislators, and community representatives to engage in discourse that advocates for appropriate resources and initiatives needed in the CoC to support the goal of ending homelessness.

CAN Leadership Committee

Purpose:

  • Present policy revisions or new procedures to the ODFC Executive Committee for review and final approval.

  • Implement all approved policy and procedure revisions within their respective organizations to support system change.

  • Information and resource sharing during the monthly meetings as it relates to ODFC’s identified priorities.

  • Improve collaboration amongst organizations within ODFC working across each sub-community.

Housing First Teams

Purpose: The Housing First Teams of the CoC work collaboratively to solve problems related to homelessness within each sub-community. These bodies work to educate and advocate for appropriate resources to support the goal of ending all forms of homelessness by addressing the social determinants leading to a household’s homeless crisis. Membership from each subcommunity also meet monthly to discuss data trends and broader issues within the Continuum of Care.

Economic Security Workgroup

Purpose: Link workforce system resources with the housing assistance system to create effective pathways to employment for vulnerable populations. Align public sector programs to ensure effective systems coordination with shared goals, and expand income growth for persons with disabilities.

Youth Engagement Team Initiative

Purpose: Engage youth, schools, youth-serving agencies, Local Implementation Service Team (LIST) members, providers, designated CAN representatives, and other stakeholders in the efforts to develop, implement, and evaluate a coordinated community plan to prevent and end youth homelessness. The YETI works in collaboration with youth and young adults to refine the existing crisis response system to better engage, assess, serve, and house homeless youth and young adults in each community.

Youth Advisory Board

Purpose: The purpose of the Youth Advisory Board is to provide input to ODFC leadership on policies, including funding applications, that relate to preventing and ending youth homelessness.

Crisis Response and Coordinated Access Network [CAN]

Purpose: 

  • Oversees Fairfield County Regional Coordinated Access Network [FC—CAN] operations

  • Enhances process of prioritizing individuals and families for housing resources to include, but is not limited to: Emergency Shelter, Permanent Supportive Housing and Rapid Rehousing

  • Aligns local activities to statewide strategies as they evolve

  • Acts as conduit between statewide CAN leadership, Fairfield County CAN and ODFC Continuum of Care [CoC]
